Labor wants all Australians to have access to a free bulk billing doctor.

Whether your family needs urgent or ongoing health care, under Labor, every Australian will have access to free healthcare with their Medicare card. 

 

✅Achieved

In its first term, the Albanese Labor Government:

  • Made it easier and cheaper to see a doctor.
    Labor tripled the bulk billing incentive for people who need to see their GP most often - helping pensioners, concession cardholders, and families with children.
    Labor has restored bulk billing for 11 million Australians, creating an additional 6 million bulk billed GP visits.

  • Delivered cheaper medicines.
    By delivering the biggest ever reduction in the cost of PBS prescriptions and freezing the cost of PBS medicines, Labor is making hundreds of medicines cheaper for Australians.

  • Opened 87 bulk billed Medicare Urgent Care Clinics.
    Labor’s Medicare Urgent Care Clinics make it easier for Australians to get the urgent treatment they need, completely free of charge, while taking pressure off our hospitals.

  • Establishing a network of Medicare Mental Health Centres.
    Labor’s network will consist of 61 free Medicare Mental Health Centres, and is already helping Australians have better access to mental health services.

  • Opened Australia’s first Endometriosis and Pelvic Pain Clinics.
    Labor has established 22 Endometriosis and Pelvic Pain Clinics to help Australian women with endometriosis and polycystic ovary syndrome (PCOS) get the care they need.

  • Is boosting funding for Hospitals.
    Every Australian deserves quality healthcare when they need it most. That’s why we’re boosting hospital funding by $1.7 billion – delivering more money for public hospitals in every state and territory.

A re-elected Albanese Labor Government will:

  • Deliver More Bulk Billing for All Australians.
    Labor will make the single largest investment in Medicare ever. This will deliver an additional 18 million bulk billed GP visits every year so Australians can see a bulk billing GP.

  • Open more Medicare Urgent Care Clinics.
    Labor will expand its growing network of Medicare Urgent Care Clinics by opening an additional 50 clinics. 4 in 5 Australians will live within a 20-minute drive from a Medicare Urgent Care Clinic under Labor.

  • Make Medicines Even Cheaper.
    Labor will provide cost of living relief to millions of Australians by making medicines even cheaper. From 1 January 2026, the maximum cost of a prescription for a Pharmaceutical Benefits Scheme (PBS) medicine will be cut from $31.60 to $25.
  • Deliver More Doctors and Nurses.
    Labor will grow the health workforce to deliver more doctors and nurses than ever before, including the largest GP training program in Australian history, and hundreds of scholarships for nurses and midwives to extend their skills and qualifications.
  • Invest more than $790 million in Women’s Health.
    Labor will provide Australian women with more choice and better treatment at lower cost, making contraceptives cheaper, and funding more treatments for menopause. We’re helping Australian women suffering from endometriosis and complex gynaecological conditions have access to longer specialist consultations, covered under Medicare.

  • Open more Endometriosis and Pelvic Pain Clinics.
    Labor will open an additional 11 clinics. A total of 33 clinics, across every State and Territory, will help Australian women access the care they need, closer to home. All 33 clinics will be supported to extend their focus to also provide specialist support for menopause and perimenopause.
